In December 2025, Guardian, in partnership with Robison Jewish Home, secured financing to recapitalize and rehabilitate Rose Schnitzer Tower, a 17-story senior housing community in downtown Portland. The property provides 235 one-bedroom apartments for low-income seniors. The recapitalization renewed the expiring HUD Section 8 contract, preserving long-term rental assistance for at least two additional decades.

The project is part of Guardian’s affordable housing preservation and development platform, focused on extending affordability, reinvesting in critical housing infrastructure, and positioning legacy assets for long-term sustainability. The financing supports a $9 million rehabilitation program focused on critical building systems, life-safety upgrades, and accessibility improvements. Planned improvements include building envelope and mechanical upgrades, enhanced fire-life safety systems, expanded accessibility features, improved common areas, and designated mobility units, strengthening both resident safety and long-term livability.
